A Junos device runs a full operating system with file systems that are being written to constantly. Pulling the power cord without warning risks corrupting those file systems, which can leave the device unable to boot. Junos therefore provides commands to shut down in an orderly way: processes stop, files are closed and disks are synchronized before anything turns off.
