Localization means adapting a program to a user's language and region: translated text, and numbers, currencies, dates and times shown the way that user expects. Java represents a language and region choice with java.util.Locale. The locale-sensitive classes, such as NumberFormat, DateTimeFormatter and ResourceBundle, take a Locale and adjust their output accordingly.
