Google Cloud's default pricing is pay-as-you-go: you pay for the resources you use, with no up-front commitment, and most compute is billed per second. This suits new, variable or unpredictable workloads. Google Cloud also offers ways to pay less when your usage has particular patterns, and the exam expects you to match each to a scenario.
