In a traditional data center, spending is controlled up front: finance approves a hardware purchase, and afterwards the cost is fixed. In the cloud, any engineer with permission can create resources in minutes, and costs accumulate by the second. That flexibility is valuable, but without new practices it can lead to surprise bills, idle resources and no clear idea of who spent what.
