Google Cloud doesn't have its own user directory inside IAM. People sign in with Google identities: accounts managed in Cloud Identity or Google Workspace for your company's domain, or, less ideally, individual Google accounts such as Gmail addresses. Cloud Identity is an identity-as-a-service product; its free edition gives you managed users and groups for your domain without Workspace apps like Gmail. Workspace includes the same identity features plus the productivity apps.
