A Cloud Billing account defines who pays for Google Cloud usage. It holds the payment profile (a credit card or invoiced billing) and is linked to one or more projects. A project can be linked to only one billing account at a time, but one billing account can pay for many projects. If a project has no active billing account, its paid resources stop: VMs are shut down and billable services become unavailable, and eventually data can be deleted.
