A rogue AP is any unauthorized AP connected to your wired network. Often it is not malicious: an employee plugs in a consumer router to get better coverage. The danger is that it bypasses your security, perhaps with no encryption or weak settings, creating a backdoor into the internal network. The key detail is the wired connection. An AP you can hear but that is not connected to your network is usually a neighbor AP, not a rogue.
