Every country decides for itself how its radio spectrum is used. That is why a Wi-Fi device can legally use a channel or power level in one country and not in another. As a wireless administrator, you must configure equipment to follow the rules of the country where it operates, usually by setting the correct country code or regulatory domain on the controller or AP.
