Managing separate user accounts in every cloud and SaaS application does not scale and is insecure: people reuse passwords, and leavers keep access you forgot to remove. Federation fixes this by letting one trusted identity provider (IdP) authenticate users for many service providers (SPs), which trust the IdP's statement about who the user is.
