Network models give you a shared map for describing where a problem or a control sits. The CISSP exam uses the seven-layer Open Systems Interconnection (OSI) model heavily, and you should also know how it lines up with the four-layer TCP/IP model that real networks implement. Knowing the layer tells you what a device can see and therefore what it can and cannot stop.
