Classification only helps if people and systems can tell what level a piece of information has and know what to do with it. Handling requirements translate each classification level into concrete rules for marking, labeling, storing, transmitting, sharing and destroying information and the media that carries it. Without them, a classification scheme is just a list of words on a policy page.
