A network device has several planes. The data plane forwards transit traffic, ideally in hardware. The control plane runs routing protocols, spanning tree and other processes that build forwarding tables. The management plane handles SSH, SNMP and similar access. The control and management planes run on the route processor CPU, which is far slower than the forwarding hardware. Punting is when the data plane hands a packet up to the CPU instead of forwarding it in hardware.
