IP SLA (IP service level agreement) is a Cisco IOS feature that generates synthetic traffic to measure network performance continuously: reachability, round-trip time, jitter, packet loss and even application responses such as DNS or HTTP. Because the router actively probes, you can detect problems before users do and make routing decisions based on actual path health rather than just link state.
