Application control means allowing only approved code to run, instead of trying to detect every piece of bad code. On a server, where the set of needed software is small and stable, it is one of the strongest defenses against ransomware and attacker tools. Windows offers two technologies: App Control for Business, formerly called Windows Defender Application Control (WDAC), and the older AppLocker.
