Tags are name and value pairs, such as CostCenter = 1234 or Environment = Production, that you attach to subscriptions, resource groups and resources. They do not change how a resource works. Instead they add business metadata you can filter, report and automate on: who owns the resource, which project pays for it, whether it may be shut down at night. Cost analysis in Microsoft Cost Management can group spending by tag, which is often the main reason organizations adopt a tagging standard in the first place. Automation can use them too, for example a runbook that stops every VM tagged AutoShutdown = Yes each evening. A tagging standard only works if it is enforced, which is where Azure Policy comes in later in this lesson.
