Every time you create most AWS resources, you choose a Region, and that decision is hard to reverse once data and users depend on it. AWS teaches four factors to weigh: compliance and data residency, proximity to users (latency), service availability, and price. The exam often describes a situation and asks which factor should drive the decision, so you need to know each one and the order in which they usually apply.
