Every Service Bus queue and every topic subscription has a secondary subqueue called the dead-letter queue (DLQ). It holds messages that could not be delivered or processed, so they stop blocking or looping in the main queue but are not silently lost. You do not create it; it always exists, and its path is the entity path followed by /$DeadLetterQueue, for example orders/$DeadLetterQueue or orders/subscriptions/billing/$DeadLetterQueue.
