Monitoring is only useful if someone learns about problems quickly. Azure Monitor alerts evaluate a condition on your telemetry and, when it is met, fire an alert that notifies people or starts automation. An alert rule has three parts: the scope (the resource or resources to watch), the condition (the signal and the logic) and the actions (usually one or more action groups). Rules also have a severity from 0 (critical) to 4 (verbose).
