CompTIA expects every A+ technician to follow a structured troubleshooting methodology. It keeps you from jumping to conclusions, replacing parts at random or making problems worse, and it makes your work repeatable and easy for others to follow. The steps also protect the user: backing up first, respecting policy and confirming the result before closing the ticket all reduce the chance that a repair creates a bigger problem than the one you were called for. Exam questions frequently ask which step comes next, or what you should have done first, so learn the steps in order and what belongs in each.
